Art. 5. A majority ol a quorum may at any
regular meeting of the Club establish such by
laws and rules as may become wise and proper.
Art. 6. Any male person over the age of IS
years, who. the same being read aloud in his
hearing, shall give his assent to the principles
and purposes set forth in the preamble to this
constitution, may become a member ol this club
by signing the constitution and paying the treas
urer the sum of cents.
Art 7. This constitution may be amended by a
vole of two-thirds of the members present at any
regular meeting.
Art. 8. It shall be the duty of this Club to give
all possible aid lo increase the circulation ol the
Democratic newspapers and documents, and to
bold discussions upon political subjects at their
meetings, and when convenient lo have essays
read or lectures delivered to the Club.

nasiutn. A few years since, pupils were ex
pelled from the institution for indulging in

The Registry Law.
For tbe benefit of the voters, wo give below a
synopsis of thu requirements of the Registry
Law.
1. No person can vote at any election except
where be resides.
2. Nor there, unless bo has had his residence
there lor thirty days at least preceding the elec
tion.
3 Nor unless his name is found on the poll list
where he offers his vote.
4. No name can, under any circumstances what
ever, be added to the poll list after the opening
of the polls.
5. Every voter is required to be enrolled on or
before the thirtieth day before the election.
0 No voter can be enrolled after the thirtieth
day. except on showing by affidavit good reasons
for his omission to apply before, and mak
ing very strict proof of residence by at least one
witness besides his own affidavit.
7. There will be no poll list but that on
which the voters are thus enrolled previous to the
election.
8. This is to he open to public inspection until
the polls arc open.
9. A copy ol the poll list is to be posted.
10. In those districts where there is more limn
one precinct! every voter must apply (personally
or in writing) to be enrolled at the precinct where
he elects to vote.
11. Tliis application must bo made thirty days
before the election, or u satisfactory reason must
be shown to the Board cl'Registration lor the
delay, and strict proof of residence made as above
stated.
12. It is incumbent on every qualified voter to
see that he is duly enrolled.
13. The Board of Registration must bo in ses
sion on the thirtieth day preceding the election
or if that day be Sunday, then on the day follow
ing.
14. This mooting must bo at the office of the
Clerk of Elections.
15. This and all other of their meetings and
procedings are to be public.
1(1. All legal voters of the district, and persons
qualified for enrollment, are entitled to appear
and be heard in all things about the formation
and correction of the poll list.
1(1. And the Board and each officer and member
of it have a right to examine on oath any person
on that subject.
18. The Board may summon beforeithem. or be
fore the clerk of Elections, any person to give
testimony.
19. At their meeting on (ho thirtieth day be
fore the election, the poll list is lobe revised and
completed.
2u. The poll list, as completed on the thirtieth
day before the election, is to be posted np at one
or more public places within three days thereat'
ter.
21. Any error in the poll list may be corrected
at the final meeting ol the Board, and np to the
time cl opening the polls, but not after.
22. Persons registered in the Great Register
will not be requited to produce any proof ol citi
zenship in order to bo enrolled on the poll list
only prool of residence in t district.
23. After (he first day of July, 1807, no person
who is not registered in the Great Register can.
except in specified eases, be enrolled on the poll
list, registration being after that date the only
evidence of citizenship, except in those excepted
cases: .
24. Although'prior to (hat ditto a person other
wise duly qualified, but not registered.may be
enrolled on the poll list, yet to procure his enroll
ment as a voter he would have to make the same
proof of citizenship that would be required to get
registered, and the same proof would have to be
renewed when be should apply lor registration in
the Great Register.

The Registry Law.
For Ihc benefit of the voters, wo give below a
synopsis of tbe requirements of the Registry
Law.
1. No person can vote at any election except
where he resides.
2. Nor there, unless ho has hud his residence
there for thirty days at least preceding the elec
tion.
3. Nor unless his name is found on the poll list
where ho oilers his vote.
4. No name can, under any circumstances what
ever, bo added to the poll list after the opening
of the polls.
5. Every voter is required to be enrolled on or
before the thirtieth day before the election.
(I No voter can be enrolled after the thirtieth
day, except on showing by affidavit good reasons
for his omission to apply before, and mak
iug very strict proof of residence hy at least one
witness besides his own affidavit.
7. There will bo no poll list but that on
which the voters are thus enrolled previous to the
election.
8. This is to be open to public inspection until
the polls arc open.
9. A copy ol the poll list is to be posted.
10. In those districts where there is more than
one precinct! every voter must apply (personally
or in writing) to be enrolled at the precinct where
ho elects to vote.
11. This application must be made thirty days
before the election, or a satisfactory reason must
be shown to the Board of Registration for the
delay, and strict proof of residence made as above
stated,
12. It is incumbent on every qualified voter to
see that he is duly enrolled.
13. The Board of Registration must be in ses
sion on the thirtieth day preceding the election
or if that day be Sunday, thou on the day follow
iug.
14. This meeting must bo at the office of the
Cleik of Elections.
15. This and all other of their meetings and
procedings arc to be public.
16. All legal voters of the district, and persons
qualified for enrollment, are entitled to appear
and be hoard iu all things about the formation
and correction of the poll list.
16. And the Board and each officer and member
of it have a right to examine on oath any person
on that subject.
18. The Board may summon before'them. or be
fore the clerk of Elections, any person to give
testimony.
19. At their meeting ou the thirtieth day be
fore the election, the poll list is to be revised and
completed.
20. The poll list, as completed on the thirtieth
day before the election, is to be posted np at one
or more public places within three days thereat"
ter.
21. Any error in the poll list may be corrected
at the final meeting of the Board, and up to the
time of opening the polls, but not after.
23. Persons registered in the Great Register
will not be requited to produce any proof ol citi
ccuship in order to be enrolled on the poll list—
only proof of resilience iu t district.
23. After the first day of July, 1867. no person
who is not registered iu the Great Register can.
except in specified cases, be enrolled ou the poll
list, registration being alter that date the only
evidence of citizenship, except in those excepted
cases:
24. Although'prior to that dote a person other
wise duly qualified, but not registered.may be
enrolled on the poll list, yet to procure his enroll
ment us a voter he would have to make the same
proof of citizenship that would lie required to get
registered, and the same proof would have to be
renewed when be should apply lor registration iu
the Great Register.

The Registry Law.
For the bonetit of the voters, we give below Ik
synopsis of the requirements of the Registry
Law.
1. No person can vote at any election except
where lie resides.
2. Nor there, unless ho has bad bis residence
there for thirty days at least preceding the elec
tion.
3. Nor unless his name is found on the poll list
where he offers his vote.
4. No name can, uuder any circumstances what
ever, be added to the poll list after the opening
of the polls. r
5. Avery voter is required to be enrolled on or
before the thirtieth day before the election.
(1 No voter can be enrolled nfter the thirtieth
day, except on showing by affidavit good reasons
for his omission to apply before, and mak
ing very strict proof of residence by at least one
witness besides bis own affidavit.
7. There will be no poll list but that on
which the voters are thus enrolled previous to the
election.
8. This is to be open to public inspection until
the polls ore open.
9. A copy ot the poll list is to be posted.
10. In those districts where there is more than
one precinct! every voter roust apply (personally
or in writing) to b'e enrolled at the precinct where
he elects to vote.
11. This application must be made thirty days
before the election, or a satisfactory reason must
be shown to (be Board of Registration lor the
delay, and strict proof of residence made os above
stated,
12. It is incumbent on every qualified voter to
see that he is duly enrolled.
13. The Board of Registration must be in ses
sion on the thirtieth day preceding the election
or if that day be Sunday, then on the day follow
ing.
14. This meeting must be at the cilice of the
Clerk of Elections,
15. This and all other of their meetings and
proccdings are to bo public.
Iti. All legal voters of the district, and persons
qualified for enrollment, are entitled to appear
and be heard in all things about the formation
and correction of the poll list.
10. And the Board and each officer and member
of it have a right to examine on oath any person
on that subject.
18. The Board may summon bcfore'lhem. or be
fore the clerk of Elections, any person to give
testimony.
19. At their meeting ou the thirtieth day be
fore the election, the poll list is to be revised and
completed.
2U. The poll list, as completed on the thirtieth
day before the election, is to be posted np at one
or more public places within three days thereat
ter.
21. Any error in the poll list may be corrected
at the final meeting ot the Board, and up to the
time of opening the polls, but not after.
22. Persons registered in the Great Register
will not be requited to produce any proof of citi
zenship in order to be enrolled on the poll list—
only proof of residence in t district.
23. After the first day of July, 1807, no person
who is not registered in the Great Register can.
except in specified cases, be enrolled on the poll
list, registration being after that date the only
evidence of citizenship, except in those excepted
cases:
24. Allhoughlprior to that date a person other
wise duly qualified, but not registered, may be
enrolled on the poll list, yet to procure his enroll
ment as a voter he would have to make the same
proof of citizenship that would be required to get
registered, and the same proof would have to be
renewed when be should apply for registration in
the Great Register.

The Registry Law.
Kor (be benefit of the voter*, we give below a
synopsis of tbc requirement* of the Registry
Law.
1. No person can vote at any election except
where he resides.
2. Nor there, unless be ha* had hi* residence
there lor thirty days at least preceding the elec
tion.
3. Nor unless his name is found on the poll list
where ho offers his vote.
4. No name can, under any circumstances what
ever, bo added to the poll list after the opening
of the polls.
5. Kuery voter is required to be enrolled on or
before the thirtieth day before the election.
6 No voter can be enrolled after the thirtieth
day, except on showing by affidavit good reasons
for his omission to apply before, and malt
lag very strict proof of residence by at least one
witness besides bis own affidavit.
7. There will be no poll list but that on
which the voters are thus enrolled previous to the
election.
8. This is to be open to public inspection until
the polls are open.
9. A copy ol the poll list is to be posted.
10. In those districts where there is wore than
one precinct! every voter must apply (personally
or in writing) to be enrolled at the precinct where
be elects to vote.
11. This application must be made thirty days
before the election, or a satisfactory reason must
be shown to the Board of Registration for the
delay, and strict proof of residence made as above
stated,
12. It is incumbent on every qualified voter to
see that he is duly enrolled.
13. The Board of Registration must be in Ses
sion on the thirtieth day preceding the election
m if that day be Sunday, then on the day follow
ing.
14. This meeting must be at the office of the
Clerk of Elections.
15. This and all other of their meetings and
proccdings are to be public.
16. All legal voters of the district, and persons
qualified tor enrollment, are entitled to appear
and be heard in all things about the formation
and correction of the poll list.
16. And the Board and each officer and member
of It have a right to examine on oath any person
on that subject.
18. The Board may summon before',them, or be
fore the clerk of Elections, any person to give
testimony.
19. At their meeting on the thirtieth day be
fore the election, the poll list is tube revised and
completed.
20. The poll list, as completed on the thirtieth
day before the election, is to be posted np at one
or more public places within three days thereat'
ter.
21. Any error in the poll list may be corrected
at the final meeting ol llicjjßoard, and up to the
time of opening the polls, but not alter.
22. Persons registered in the Great Register
will not be requited to produce any proof of citi
zenship in order to bo enrolled on the poll list
only proof of residence In t district.
23. After the first day of July, 1867. no person
who is not registered in the Great Register can,
except in specified cases, be enrolled on the poll
list, registration being after that date the only
evidence of citizenship, except in those excepted
cases;
24. Although prior to that date a person other
wise duly qualified, but not registered.may be
enrolled on the poll list, yet to procure his enroll
ment as a voter be would have to make the same
pt 00l of citizenship that would be required to get
registered,land the same proof would have 10,;,be
renewed when he should apply for registration in
the Great Register.
